You don't so much make a conscious effort to countersteer; rather you shift your attention to what you're doing as you corner and become conscious that you're doing it.
I had a thought, but it got run over as it crossed my mind.

As I said there is big variences on how much effort you can put into the countersteering effect. Might be a subtle movement but it can be done aggressivly to great effect if you are actually trying to take a corner quickly. Countersteering requires VERY little/subtle movement. VERY little
I most certainly think about it long before I even enter a corner, access how sharp the corner is and tip the bike in accordingly. It's a great feeling when you get it right and set yourself up for a nice smooth run through a corner without having to re-adjust the bikes position half way through. A nice consistant lean from the start of the corner to the end.
