A critical incident investigation has been declared after a cyclist was struck by a vehicle in the state’s north.
About 9.40pm (Thursday 29 July 2021) officers attached to Richmond Police District were at an address on Churchill Crescent, Casino, for an unrelated matter when they noticed a cyclist riding without a helmet or lights on his bicycle.
Police requested the man stop; however, he continued riding and collided with a vehicle at the intersection of Churchill Crescent and Hotham Street.
He was treated by NSW Ambulance paramedics, however, died at the scene. The man is yet to be formally identified.
The driver of the vehicle, a 20-year-old Queensland man, was not injured and taken to Casino Hospital for mandatory testing.
The man’s four passengers were uninjured.
The Crash Investigation Unit (CIU) is attending the scene.
A critical incident team from Tweed-Byron Police District will now investigate all circumstances surrounding the incident.
That investigation will be subject to independent review.
No further details are available at this time

I read it as "cyclist was minding his own business when police happened across him. they requested him to stop and/or chased him, and he ended up under a car because he was focussed on getting away".
No doubt that's why there is a critical incident review. Had the police just let him continue on his merry way, not harming anyone but himself, would he have been hit?

I guess that is one way of looking at it. Sounds like he was breaking several road rules and reinforcing the impression (to the police) that cyclists are yahoos that just do whatever they want.
Should police not stop law breakers for fear of it being used as an excuse for the situation escalating when the law breaker tries to evade them and gets themselves or someone else into trouble ?

As I understand it critical incident reviews are mandatory when there was a police pursuit prior to the crash. Yes drugs could explain the behaviour of the person riding a bike, as could mental health issues.
Another possible explanation is that the person is from a group that perceive, rightly or wrongly, that they are targeted by police for minor offences. And yes there is plenty of evidence that this has occurred.
One of the things I like about cycling is that it reminds us that there are idiots out there who will spew hatred at a person for something as trivial as their choice of transport. The difference of course is that I get to put on a suit and tie and rejoin a privileged part of society.

Person doing wrong thing.
Police requested him to stop and he didn't.
Collided with vehicle and died.
Lots of details missing, so don't think ay correct conclusion can be drawn without further info.

May have happened 50m later when he wasn't looking or car didn't see them ?

Pursuit is implied due to the critical incident review, which generally only happens when someone dies when police are actively involved. We don't know the actual circumstances, but if his only offence was not wearing a helmet or having lights on, he's paid a high price for not stopping and copping the $3000 fine you'll get in NSW for such heinous offences on a bicycle.

Yarraville cyclist dies after fatal crash in Spotswood
A Yarraville man has died after he was struck by a car while cycling in Spotswood.
A 53-year-old Yarraville cyclist has died in hospital hours after he was hit by a white Honda Civic in Spotswood on Sunday afternoon.
Emergency services were called to the scene on Douglas Parade about 2.10pm following reports a car mounted the curb, striking a cyclist, near the intersection of Sun Avenue and Douglas Parade.
The Yarraville man was rushed to hospital in a critical condition succumbing to his injuries that evening.
A Victoria Police spokesman said an investigation into the incident, which involved two vehicles along the popular cycling route, was ongoing.
“Detective from Major Collision Investigation Unit are on scene and are trying to establish the exact circumstances surrounding the crash,” he said.
“Anyone who witnessed the crash or with dashcam footage is urged to contact Crime Stoppers.”
The driver of one of the vehicles is helping with inquiries.

Other reports say 2 cars were involved. To me it sounds like the 2 cars collided first, after which one car veered to the curb and hit and killed the cyclist . There is some news footage of the scene here: https://twitter.com/7NewsMelbourne/stat ... 7219724289
The fact that only *one* of the drivers is helping makes me wonder whether the other car sped off.
Tragic in any case, condolences to all who knew him.

Re your conclusion on carrying out a critical incident review, these are NOT an indication of anything other than death or serious injury associated with police operations. It's a "just in case" mechanism that keeps cops honest.
A critical incident is an incident that has been declared to be a critical incident under section 111 of
the Act. A Region Commander has the delegated authority to make this declaration. The declaration may
be made if the Region Commander becomes aware of an incident involving a NSW Police Force
member that “results in the death of, or serious injury to, a person (including another police
officer)”{s110(a)} and “the death or serious injury:
...
...
(vi) appears to be likely to have resulted from any police operation.”{s110(b)
Perhaps, until the incident report finalised, you could cut the conspiracy stuff and spare a thought for the well-being of the police officers involved. After all, unless all cops are psychopaths, those guys are probably carrying some emotional damage not of their making.

Not a good news to hear that.A cyclist has died after being hit by a car on the state’s Central Coast earlier today.
Just after 2.30pm (Friday 17 September 2021), emergency services were called to Empire Bay Drive at Kincumber South, following reports a cyclist travelling northbound had been hit by a passing car.
Police commenced CPR on the male cyclist, before the arrival of NSW Ambulance paramedics.
Despite the efforts of emergency services, the man died at the scene.
The male driver of the vehicle was uninjured and taken to Gosford Hospital for mandatory blood and urine testing.
He has since been released and taken to Gosford Police Station, where he is assisting police with inquiries.
Officers from Brisbane Water Police District, together with the Crash Investigation Unit, have commenced an investigation into the circumstances surrounding the incident.
As inquiries continue, police are appealing for anyone with dashcam footage from the area to come forward.
A report will be prepared for the information of the Coroner.
Ride'n'Rest In Peace to this rider.
And condolences to his family and friends.

Following inquiries, the driver of the Holden was charged with dangerous driving occ death-drive manner dangerous and negligent driving (occasioning death).
The Wyoming man was granted conditional bail to appear at Gosford Local Court on Wednesday 8 December 2021.

Investigations into the incident continue and police are calling for witnesses or dash cam footage.

A cyclist has died after being hit by a car on Brinkley Road on Friday.
Paramedics were called to the scene at Gifford Hill, near the Murray Bridge racecourse, at 8.50am.
The 47-year-old local woman was airlifted to the Royal Adelaide Hospital with life-threatening injuries, but died on Saturday.
The driver of the Suzuki SUV, a 21-year-old Murray Bridge woman, was not physically hurt.
Police closed a section of Brinkley Road south of the freeway for most of the day on Friday while major crash investigators examined the scene.
