Thanks for the link. Unfortunately they have already closed comments, but I wish they would spell out the low time cost in doing this. A journey should have no more than 2kms on back streets - 1 km at either end of the journey. (If someone is using more, they are rat-running through back streets, which deserves to be discouraged).

2 km takes 4 minutes (240 seconds) at 30 km/h and 2 minutes 24 (144 seconds) at 50 km/h. So the most this change would cost is 96 seconds, or about 1 1/2 minutes, per journey. And that's assuming you can currently get up 50 on back streets, which you often can't.
